Vietnam Requires Corporate e-ID for Digital Procedures from July 1, 2025
As of July 1, 2025, Vietnam will no longer accept existing corporate accounts on the National Public Service Portal or other provincial-level digital accounts for handling online administrative procedures. Instead, entities will have to create an electronic identification (e-ID), as prescribed in regulations issued in 2024. We explain the requirements and procedures for obtaining a corporate e-ID.
On June 25, 2024, the Vietnamese government released the final version of the Decree on Regulations for Electronic Identification and Authentication (Decree No. 69/2024/ND-CP), which regulates procedures for registering foreigners’ electronic identification (“e-ID”). This e-ID allows foreign individuals and entities, including companies, representative offices, and branches of foreign traders, to provide verified information on themselves when conducting online tasks and procedures.
The Decree, which came into effect on July 1, 2024, applies to both foreign organizations and individuals, as well as Vietnamese agencies and organizations handling the registration procedures.
Under the Decree, existing corporate accounts created by the National Public Service Portal or information systems for administrative procedure resolution at the ministerial or provincial level will no longer be valid after June 30, 2025. This means all companies will need to obtain a corporate e-ID before June 30 to be eligible to continue handling administrative matters digitally.
Alert: From July 1 to August 19, 2025, the Ministry of Public Security (MPS) will launch a “50-day round-the-clock” campaign to issue Level 2 e-ID accounts to foreigners living in Vietnam. Previously, the Immigration Department under the MPS ran a pilot program, handling over 300 applications from foreigners. The system has performed well so far and has been rolled out across 34 provinces and cities nationwide since July 1, 2025.
What is an e-ID?
E-ID is defined in the Decree as “information about an agency, organization, or individual in the digital identification and authentication system that allows unique identification of that individual, agency, or organization in the digital environment.”
An e-ID account is used to log into and access features and utilities on the VNeID mobile application, developed by the MPS to digitize administrative tasks and procedures.
There are different types of e-IDs given to users, depending on whether they are a Vietnamese or foreign citizen, and whether they are an individual or an organization. The Decree categorizes e-ID accounts into two types:
- E-ID accounts for individuals, which are further divided into Level 1 and Level 2; and
- Corporate E-ID accounts for organizations.
The primary difference between Level 1 and Level 2 e-ID accounts lies in the amount of information required, the types of online services they can access, and the registration method. Level 2 e-IDs require all of the same information as Level 1, with the addition of fingerprints.
In addition, Level 1 e-IDs can be applied for digitally via the VNeID application, whereas Level 2 e-IDs must be applied for in person at the immigration management agency under the MPS or the provincial-level public security office.

What are e-IDs used for?
E-IDs are used to verify personal information when carrying out online public activities and transactions.
Level 1 e-ID account of a foreigner is used to access, extract, and use information on e-ID and some features, services, and applications of the electronic identification and authentication system.
Level 2 e-ID accounts for foreigners or organizations are used to access, extract, and use e-ID information and other data shared, integrated, and updated from national or specialized databases, along with all features, services, and applications of the electronic identification and authentication system.
For organizations, the corporate e-ID account is handled by a legal representative or delegated to an authorized person for use. An organization’s e-ID account can be used to verify the electronic identity of the organization when conducting transactions that require the presentation of documents to prove information about the organization.
How do you register for an e-ID?
For foreign individuals
At the moment, the Vietnam Immigration Department has only released instructions on applying for a Level 2 e-ID for foreigners residing in Vietnam. According to this guideline, only foreigners with valid permanent residence cards or temporary residence cards in Vietnam are eligible to register.
Foreigners will have to go to the local immigration department or provincial-level police immigration office to register for their accounts. To apply, they must present the following documents:
- Passports and valid temporary residence cards or permanent residence cards;
- Information required in Form TK01 issued with Decree No. 69/2024/ND-CP; and
- Mobile number, email address (if any).
The police department of Social Order Administrative Management will be the authority in charge of issuing the e-ID accounts. The statutory timeline varies depending on certain cases, but is usually:
- Three working days if the foreigner’s portrait photo and fingerprint are available in the national entry/exit database; or
- Seven working days if the foreigner’s portrait photo and fingerprint are not available in the national entry/exit database.
The notification of registration results for the e-ID will be delivered via the VNeID application, mobile number, or the applicant’s email address.
Foreign nationals who are under 14 years of age, persons under guardianship, or those represented by another individual must appear together with their legal representative or guardian at the competent authority to complete procedures for receiving a Level-2 e-ID account.
The legal representative or guardian shall use their own registered mobile phone number to declare and register a Level-2 e-ID account on behalf of the foreign national aged six to 14 year, under guardianship, or with legal representation.
For organizations
According to the Decree, to register for a e-ID account for an organization, the organization’s legal representatives or heads can either apply digitally by logging into the VNeID app or in person by submitting Form TK02 to the electronic identification and authentication management agency. However, in practice, registration via the VNeID app is more convenient.
The legal representative handling the application must already have a Level 2 VNeID account. If there is more than one legal representative at the organization, the applicant must obtain consent from all other legal representatives before proceeding with the application.
The application is then submitted to the identity management and electronic verification authority, which will verify the information by cross-referencing it with the information listed in the national database for business registration, national databases, and other specialized databases. In cases where information about the organization is not available in these databases, the company will conduct additional verification of its information.
The identity management and electronic verification authority will notify the registration result of the application through the app, SMS, or email. If all the information provided is already in one of the databases, the result will be provided within three working days. However, if some of the information needs to be verified as it is missing from the national databases, then it may take up to 15 working days.
When can the e-ID account be used?
The user can activate the e-ID account within seven days from the date of receiving the notification of the account’s issuance. If it has not been activated after seven days, the user must contact the identity management and electronic verification authority through the reception hotline to activate the account.
Practical view of registration for foreign individuals and organizations
Although the official Decree has taken effect, there is still no comprehensive guidance for issuing e-ID accounts to all foreigners. While those residing in Vietnam can continue with their Level 2 e-ID registration, this new e-ID regulation is also expected to gradually become mandatory for all company legal representatives, including those currently outside Vietnam. Many enterprises are worried about this situation, especially those without a legal representative based in Vietnam.
This presents a challenge for companies with only foreign legal representatives, as a Level 2 e-ID is required for them to register a corporate e-ID.
